The most important element for a high search engine ranking today, especially on Google, is the inbound link. For maximum effect on your rankings, your inbound links should be on pages that are themed similarly to the page on your site that is linked to, and on pages that are highly ranked themselves.

It's very important that the inbound link be placed around anchor text that contains the keywords for which you are trying to rank highly. For example, if you are trying to rank highly for the keywords "New Orleans catfish", try to get a link to your page that looks like this:
New Orleans catfish
and try to have this link placed in a paragraph of text that describes New Orleans catfish.
